1. Purpose, Scope & Regulatory Framework

We operate in strict accordance with the Food Safety Ordinance (Cap. 612) and the Public Health and Municipal Services Ordinance (Cap. 132).

  • At Mela, our mission is to provide the South Asian community in Hong Kong with absolute peace of mind. We maintain a rigorous safety ecosystem that meets and exceeds HKSAR’s stringent food safety regulations.
  • Governed by the Food Safety Ordinance (Cap. 612), Public Health and Municipal Services Ordinance (Cap. 132), Food and Drugs (Composition and Labelling) Regulations (Cap. 132W), and applicable FEHD licensing/import requirements — all apply equally to online and traditional food sales.

2. Registration Status

Mela is registered with FEHD as a Food Importer/Distributor under the Food Safety Ordinance (Cap. 612). Direct imports carry importer registration, import records, supplier/product verification and commodity-specific compliance; goods bought from , importers/wholesalers are instead tracked via supplier and acquisition records.

3. Receiving, Strong & Cold Chain

  • Incoming goods are checked for identity, quantity, packaging, contamination, spoilage, dates and temperature; unsuitable stock is rejected, segregated or held. FIFO/FEFO rotation is applied against “Use By”/“Best Before” dates.
  • Temperature standard: chilled food 4°C or below; frozen food -18°C or below (per CFS grocery-delivery guidance). Temperatures are monitored and recorded, excursions investigated, and compromised stock is never knowingly delivered.

4. Labelling, Packing & Delivery

  • Prepackaged food meets Cap. 132W labelling requirements (name, ingredients, allergens, durability, storage instructions, quantity, manufacturer info, nutrition); mandatory information and allergen declarations are never removed, altered or misrepresented, and no unsubstantiated “allergen-free” claims are made.
  • Products are checked before picking and dispatch and packed to prevent contamination/damage. Delivery uses insulated packaging for every order, ice bricks, temperature monitoring, route optimisation and segregation of chilled/frozen/ambient goods, with contingency plans for delays or equipment failure.

5. Facility Hygiene, Pest Control & Training

  • Facilities are kept clean through routine cleaning, sanitation, waste management and equipment maintenance, with cleaning chemicals stored separately from food. Pest control includes routine inspection, entry prevention and qualified providers where needed.
  • Staff are trained in hygiene, contamination risk, temperature control, allergen awareness and incident/recall reporting; raw or high-risk items are segregated to prevent cross-contamination.

6. Tracebility, Complaints & Recall

  • Records covering supplier, product, acquisition/import, batch, storage, order and delivery details are kept — local acquisitions within 72 hours, imports at or before import.
  • Complaints trigger product/batch identification, record review, stock hold and documented corrective action. Unsafe products follow: Identify → Quarantine → Stop Sale → Trace → Investigate → Notify Supplier → Assess → Notify Authority (where required) → Contact Customers → Return/Dispose → Corrective Action → Document, with cooperation from HK authorities and suppliers throughout.

7. Review, Responsibilty & Policy Limitation

  • Mela periodically reviews this Policy against changes in legislation, guidance, operations and audit findings, implementing corrective action where needed; a designated management representative owns implementation.
